Theres no need to purchase licenses for both IntelliJ IDEA Ultimate and WebStorm unless you like having a dedicated tool for each language. This error may occur immediately after you've disconnected a machine you no longer use on the My Licenses page of Toolbox Enterprise. All of the functionality in WebStorm is available in IntelliJ IDEA Ultimate, either out of the box or via free plugins. Please activate a product some minutes later. This message means that your Toolbox Enterprise administrator has restricted your access to the product you're trying to activate. You can get this message when Toolbox Enterprise doesn't have an available license for the product you're trying to activate. If you couldn't obtain a license, check this section for possible reasons. You're good to go! Click Continue to start using your IDE. Personally, I use IntelliJ for all languages these days, and pretty much stopped using the language specific ones. OTH if you only do web dev, it might be simpler to stick with Webstorm. In the activation dialog, select Activate | License server. If you have the full license for IntelliJ, then you can do everything that you can do in Webstorm. If you don't see the dialog, select Help | Register to pull it up. If you don't yet have a license, the activation dialog will appear straight away. If a client crashes or does not release for some reason the allocated ticket explicitly, the "Ticket Revocation Period" is the tool for the server to revoke such hanging tickets. This ticket prolongation procedure is a part of floating licensing model and is the reason why the server should be constantly available while a client is up.
